- Apply in person at a Texas Driver’s License Office
- Present proof of your identity
- Present proof that you are a US citizen or have lawful presence in the US
- Present proof of social security number (by either providing your social security number OR completing the Social Security Affidavit, which will be available at the driver’s license office)
- Complete the Driver License Application DL 14A form and bring it with you (the application can be obtained at the driver’s license office and is also located here:http://www.txdps.state.tx.us/internetforms/Forms/DL-14A.pdf)
- Bring proof (completion certificate with your application) that your have completed a six hour Adult Driver Education Course (http://www5.esc13.net/drivers/).
If you have a learner license or a provisional license (full class),
you must still submit your driver education completion certificate.
- Bring your Youth Driver License Fee Waiver Letter (if you are under managing conservator). Note: if you are not, you will not be eligible for the fee waiver.
- Bring a car that has current insurance that covers you, and
current registration in order to take the driving test. Provide a
vehicle with current liability insurance, Texas registration, and inspection for the driving test.
OR
- A statement affirming that the applicant does not own a motor vehicle, you can see the statement in DL-14A form as a 13 option.
- When you take the driving portion of the driver's test, you must provide proof of insurance for the car that you drive.
- Provide proof that you have resided in Texas for at least 30 days. You can do this in three different ways:
2. Complete the Texas Residency Affidavit DL 5 form(located at: http://dps.texas.gov/internetforms/Forms/DL-5.pdf) and have your parent sign this form. In addition, your parent must go with you to the driver’s license office and show his or her ID and provide at least two forms of verification that he or she resides in Texas. The adult who signs your Residency Affidavit and who provides verification of Texas residency must be the same adult who accompanies you to get your driver’s license.

Do I need Car insurance in Texas?
- If you own a car, you MUST show proof that you have insurance for that car and that its registration is up to date in order to get your license.
- In Texas, all cars on the road must be insured. This requirement attaches to cars, not to individual drivers. This means that if you will be borrowing other people's cars, rather than buying your own, you are not legally required to buy insurance.

There is a question on the application DL-14A form asking if you own a car, that is all you need for that, check either YES - If you own a motor vehicle & NO - if you do not own a motor vehicle
If YES, you have to show proof of insurance.

You cannot provide a copy of the valid registration/proof of insurance is because you do not own the vehicle, hence the reason you have to produce "NON OWNERSHIP OF MOTOR VEHICLE AFFIDAVIT" in Texas.
